It's on their download page. Go here:

http://www.faststone.org/FSViewerDetail.htm

and click on "download". That takes you to:

http://www.faststone.org/FSViewerDownload.htm

From there, click on "download" under where it says "portable". Seem's
pretty straightforward to me.

I updated to the that newest version and yes, the option has returned.
