I'm satisfied with PCTools Firewall Plus on 32-bit Vista Home Basic for
over a year and after trying a number of others. Easy to work with out of
the box, yet as advanced as you need it to be if you write your own rules.
Help is sparse on advanced topics, but there is a pretty decent forum
available through the web site.
