PCTools Firewall Plus uses HIPS, AFAIK. Maybe the programs you refer to
were on its list of "okay" programs?

How strange that it allowed some through and caused problems by blocking
others. I'm using it on an XP Pro SP3 system and so far, it seems to
work okay. However, I will be checking to see which programs are calling
out. I had really hoped that I'd found a replacement for the aging Kerio
2.1.5 on my other system.

I think the issue might haver been in the default settings, particularly
"General > Automatically allow known applications" which is checked by
default and unchecked in my setup.

I still use Kerio 2.1.5 on XP and would use it on Vista if it worked (but
it doesn't).

John, have you tried Online Armor? Can you compare it with the
PC-Tools firewall?

I like a rules-based firewall that can tell me when something
tries to contact its mother ship and can display what's going on
in a graphic. OA does this. I'm having a bit of difficulty
figuring it out, but it seems to be doing its job OK. Win XP Pro
SP2. I have various auto-things turned off due to the requirement
to keep my system running lean.
