It must allow me to control processes and applications that try to connect to the network/Internet, I need to prevent certain applications from calling home. TallEmu OnlineArmor and Comodo's firewall are top-rated for freeware product; however, TallEmu doesn't yet have a 64-bit version of OnlineArmor so Comodo is your best freeware choice.

You might take a look at PC Tools Firewall Plus™ 6: http://www.pctools.com/firewall I'm using it on one of my computers and it seems to do the job. Just make sure that you turn your cable modem or other modem on after the firewall is running.
