Only if they can recover sufficiently that they would be
acceptable as a new recruit.

If they can recover to come back to their duties. Thre is a lot of
time and money invested in a soldier. It would be foolish to throw
it away unnecessarily. OTOH, if the person cannot recover he is
discharged, as "unsettled" indicated.
