A contractor with 20K employees sealing a border could get it done pretty quickly. Giving a relative 50% efficiency factor for military troops doing the same work still provides us with a 10,000 employee contractor sealing the border. That, my friend, is a HUGE contractor by anyone's standards, and can get a lot of work done post haste.
