Then select Newsgroup Account then Continue button, Then enter Your Name and Email Address (this should be your online alias name and email address to avoid spam), then Continue button, Then enter Newsgroup Server e.g. 'msnews.microsoft.com' then Continue button, Then accept the Account Name default, press Continue button Then Done button. The behavior you describe is for "top posting", the preferred method for replies in this group. The Mozilla behavior is for "bottom posting", the preferred method for replies in most of the rest of Usenet. You will need, at the least, XP SP2 (I think) to modify the behavior in MSOE using a registry hack. I don't know the key to change; I've not been using MSOE a lot since upgrading my main computer to Windows 7.
