Activating 'Follow Up Flags' in Outlook 2003.

Unable to open jpg attachment in Outlook 2003
Double clicking on a jpg attachment says !Application not found. It does not say what app is not found. It does not give me option to associate a program with jpg. Outlook 2007 corrupt .pst file

All of a sudden I cannot load Outlook. I get a message that I have downloaded another e-mail server; however, that is not true. I uninstalled and then reinstalled and still get the same message.
