Safari is one of the apps that won't really quit when pressing the home
button (it just goes to the background instead) and if it gets in a
funny state without really crashing it will stay this way until
restarted. You should be able to force any app to quit by pressing and
holding the home button for a couple of seconds, though. Faster than
rebooting the phone in any case.

Double clicking the home button when locked does that. It's to enable
you to access ipod controls without unlocking.
