This looks really neat. If a similar prgram could be created to manage
the same services on other operating systems (I presume such a thing
doesn't already exist), that would be even better.

It would be pretty easy to do. The thing that makes it easy to do on OSX
server is that the same tools are used on all OSXs, whereas other
servers have varying types of monitoring software, so it would have to
be a lot more flexible.
Well, apart from windows but who wants to monitor that?

What do you reckon? �1000 worth of development?
