I'm giving up at this point. Maybe it's a good idea to follow Elden's advice,
to do an "rm -rf /opt" and start over and get a fresh install of MacPorts.

I can't delete /opt because I have other, non-macport things in
there. Is it good enough to delete /opt/macports ? After I do that,
what do I need to do?

The problem seems to me is those "Connection Refused" messages. Either the
ip address you are on is blocked by those servers (via tcp wrappers) or
there is something wrong with your dns (name resolution).

If you do something like this:

dig trd.no.rsync.macports.org

does it return:

Are you trying to go through a proxy server? TOR?

I don't think it's what you have under /opt, it's more basic than that.
