Mexico is beginning to come apart from the drug cartels,and Costa Rica is
vulnerable to Nicaraguan and Venezuelan communist influence and subversion.
Heck,Chavez already threatened war with Honduras.(and is arming itself to
the hilt)
At one time,Nicaragua was importing it's subversion all across Central
America.

The Russians are building a naval base in Venezuela,too.
Red China runs the Canal Zone.
