What can be done is to enforce building standards to make all structures earthquake resistant. That makes all the difference in the world! You saw how that 6.5 earthquake in northern California a couple days ago caused no deaths. The reason wasn't because it was slightly weaker, but because all structures in California are built to high earthquake standards. Now is the perfect time to implement those standards in Haiti, now that the place has been leveled! Let them start over and build correctly this time. Let the urban renewal begin! The money, you say?
