Yes, I try to solve that by using specific email addresses for incoming and outgoing faxes. Umm which leads to the headache with remembering which email address to use for outgoing faxes.

Just do it - yes, it's a stupid system that doesn't take non-US-based developers into account, but they aren't going to budge on it. There's probably some US law that requires them to have a fax on file. By the time you've finished arguing with them and raising your blood pressure for nothing, you'd have sent the fax 10 times over. "Jobsworth"s are the same all over the world, like MacDonalds (besides the person you'd be arguing with would have no authority or discretion to waive the requirement just for you).
