that depends on your point of view. one may also be of the opinion that an admin
should check what a third-party package installs before actually installing it.

in fact, installpkg makes this quite easy. from the man page:

--warn packagename

Generate a report to the standard output about which files and
directories would be removed or overwritten if you install the package,
but do not actually install it.

as someone has already pointed out in this thread, makepkg checks whether the
permissions on the files and directories it packages up are "sane" (by some
definition of sane) and asks you if you want to change them if they are not.
this suggests that patrick volkerding has already thought about this issue and
has decided against having installpkg check and fix permissions.
