I have this problem, too. Modifying things in the Get Info box just "doesn't
work". On occasions, the file owner has appeared in Chinese characters.

The best thing to use which I've found is BatChmod.

When I try to do anything to the file. or to the preferences, it says
'file is locked'.

Get Info on it again and see if the 'Locked' box (bottm entry in the
'General' section) has a tick in it. If it does, remove it.
