I'm not a programmer Bob, all I can relate is my personal experience
which was that my computer started and shut down more slowly. After I
removed dotnet 3.5, those speeds increased very noticeably.

I did a search for, dotnet 3.5 slowdown, and after sifting through 7
pages of results, the only thing I could find is some people seemed to
be having problems with slow printing.

Upon installation, the dotnet 3.5 runtime does do some behind the scenes
cpu intensive building of code tailored to your machine that can take a
long time depending upon the power of your PC. If you installed the 3.5
runtime and shutdown shortly thereafter, your shutdown would be delayed
until this process could get to a logical stopping point. Upon
restarting your PC, this process would continue making it slow until
this process is completed.

According to http://en.wikipedia.org/wiki/.NET_Framework, the .Net
framework offers a runtime environment akin to Java or the JRE
(Java Runtime Environment). Or for that matter has some similarity to
WINE (which I use under Linux). If you run a Windows EXE under WINE
it has to start up several processes to manage the environment and
provide windows services to the Windows program.

I don't use .Net myself, I suspect that .Net services are needed to run
even the smallest .Net program. If the Services do not unload once the
last .Net program terminates, I would presume that the run-times would
have to be unloaded at shutdown. Users that have .Net could check this
using a handy utility such as sysinternals.com PROCEXP or similar to
see when .Net totally unloads (WINE will unload by default if there are
no Windows programs running, perhaps .Net can be configured to the same
thing if it doesnt do that already?).
