you can use *pdftk*

http://www.accesspdf.com/pdftk/

in order to remove (useless) pdf restrictions

pdftk secured.pdf output unsecured.pdf

if pdf has a owner/user password:

pdftk secured.pdf input_pw pass output unsecured.pdf
