If some software is not ready to be included into unstable, but we as DD wish to get a bit wider testing than via our own personal web sites, we upload there. We as DD are supposed to upload packages to "unstable" if they are in quality ready for release. Packages (semi)automatically migrates unstable -> testing -> stable. There are no packages built and uploaded directly for testing (as it happens with stable). Whenever some issue is fixed in unstable the package is migrated ASAP to testing, but ASAP means that sometimes it doesn't happen very fast (due to other unrelated problems).
