While there might be some solutions for Outlook Express, the newsreader that you are using, they aren't very good for using features integral to OE (i.e., OE's own filters). You can't have it test on the Message-ID header. My recollection was that I used something called NewsProxy (aka nFilter) which let you define expressions to test on, for example, the MID header. It might be time to start hunting around for alternate newsreaders, test a few, see which ones you like, and use a better newsreader with a more robust rules set that lets you define better filters.
