Due to their consumer and business divisions not speaking to each
other, I can't upgrade to a business handset. So I'm opening up a
business account on a new number and have requested my PAC code for my
now expired consumer contract.

What I need is a PAYG card on another network to port my number into,
then back out of there onto my new Voda business contract. Can anyone
advise me which network would be best for jumping in and out of
quickly? Do any of the networks have a time limit on how quickly you
can request a PAC for a number that has just come to them?

That is correct, you can't they just do not have the facility available to
them. I managed to have it done one on a large business account but it was a
nightmare involving early termination of the active account that I wanted to
port into, followed by a replacement sim card.

So, the OP's going to end up with a new Business number which if he
tries to cancel will land him with early termination charges, together
with his original number on a PAYG.
