You don't need Flip4Mac if all you want to do is convert stuff using
Handbrake. You *do* need Flip4Mac if you want to watch WMV files in
your web browser without converting them.

So if someone sends me an email which has a wmv attachment do I understand
it right that I need Fip4Mac to be able to open it even though I have
installed Perian which I believe works with Quicktime which is what they
display in.

Yes, in my experience you need both.

Flip4Mac and Perian both install plugins (called "components") which
enable Quicktime-enabled applications to open and play stuff in
different video formats. They normally get installed into
/Library/QuickTime.

Flip4Mac *also* installs a separate WMV Player.app, which seems
relatively useless.

Quicktime plugins also allow saves/exports. AIUI the free Flip4Mac
plugin will only export the 1st 30 seconds of a video - if you want the
full video you need to buy a different version of Flip4Mac.
