Take a look at http://www.nvu.com/ . It's an open source WYSIWYG HTML
editor. This is the follow-on of Mozilla Composer, supposedly better
(i.e. I haven't tried it). Probably fine for a simple web page. People
seem to have mixed reactions about Nvu.

I haven't seen any Microsoft HTML editor produce HTML that passes lint
or produces sane HTML. Word puts out really crappy HTML.

UltraEdit (latest versions) claims to do HTML, but I've not tried it.

Yes, I saw that. But the upper part that you left out is also what I had
left out...

I would have fixed all of it weeks ago but when buying the lumber I
found that redwood is no longer sold in 24ft lengths around here.
Bummer. So I had to buy fir and sure enough the darn thing warped. It's
now bent back as far as it would go so I have no more excuse.

Imagine driving on the autobahn with a piece of wood sticking out about
10ft (3 meters). That was a white knuckle ride.

She wouldn't approve of a virtual fix :-)

The only way to really repair wooden decks is to rip out anything that
has rot on it and replace it.
