The Hope Diamond is blue to the naked eye because of trace amounts of boron within its crystal structure, but it exhibits red phosphorescence under ultraviolet light. No wonder you don't know any physics, you've always wanted to be an engineer that worked on Concorde but never qualified.

The red phosphorescence DECAYS AFTER UV photon is absorbed and re-emitted as a red photon by an atom. Turn off the UV and the glow is still present for some time after. In other words there is no single "lag" time that you can measure, all you can do is a statistic on the half-life, we have no idea when a boron atom will lose its energy. The same is true for the cooling exhaust manifold of an engine, radiant heat is still photon emission but at a lower frequency. Aha! OK. Maybe phosphorencence could be related. And the phase lag at interactions should apply to ANY theory not just BaTh.
