At this point in time, I would consider this just trial balooning to
gauge interest and collect ideas.

Once you have done this, then you goto news.groups with an RFD at which
point you follow the formal process and invite discussion.

It is a bit like a parlemtary system of democracy. A prime minister
can't just go into the House and ask for sufggestions. He presents a
bill upon which there can be debate. Prior to the bill, there are
comittees whichg study various options to write the bill. You are at the
later stage now.
