Once you have done this, then you goto news.groups with an RFD at which point you follow the formal process and invite discussion. It is a bit like a parlemtary system of democracy. A prime minister can't just go into the House and ask for sufggestions. He presents a bill upon which there can be debate. Prior to the bill, there are comittees whichg study various options to write the bill. You are at the later stage now.
