Strange LCD repair outcome

How much power used when device is Off.
I hope you all can explain this to me. Let's assume we have an AC adapter with only a small number of parts, a step-down transformer and 1 to 4 diodes. Cordless Phone batteries are all junk?
I would like to know if my cell phone battery situation is of general nature, or perhaps I had very unusual bad luck.
