I've found NVU to be pretty good:

Has a few niggling faults, like the preview doesnt refresh sometimes,
but otherwise it is pretty good with loads of templates for download if
you require such stuff. Plus it is free.

That's just an HTML page editor though, isn't it? Not really the same thing.

And now no longer in development anyway. It's been replaced with
Kompozer, but tthey're not much more than the old Composer module of
Netscape.

It certainly looked like the really old Composer bit of Netscape. Not a
promising codebase!
