Those are OK for pop or any liquids. They are not OK for soup cans.
I hate them. And the cans cannot be opened at the bottom with
a can opener.

One of the ways we made money as kids was picking up bottles and
getting the deposit for them.

when that avenue to our pockets dries up.

But are the towns allowed to own the stuff or do they
have contract out to a telco?

No, you just have to observe what is happening, and participate in the
decision making process. That is far from being an expert in anything but
you own existence...which you should be anyway.
