An admin account and a "Limited User" account with appropriatley limted
settings would probably protect a Windows machine.

Worth setting up a VPN via a router, with VNC, so you can manage the machine
remotely on the occasions when the admin account has to be used ...

Because for all its faults OS X is still about 100x easier to use than
any Linux.

Ok, I know you can probably spend more and it is an Apple and a piece
of art etc etc but 1800 quid! (thinking what else you could get for
that sorta cash ... like a good second hand car or "BIG" Tv or many
other equally complex things etc).

Worth setting up a server, install applications and security on that -
and then give him a thin client ...
