Apparently you removed/deleted the old rules that were in place. Did you
ever backup the ISA configuration?

Is this a working production machine or a test machine? If an actual
production machine, how are the users and especially the onwer/boss handling
the down time and problems??

I exported all the rules, so I can quickly get it back up.

Most we're out of town on business last week. This week ... they're
all back.

Looks like I'm going in. Still can't get to the server remotely.

It's out of my hands ... they called in an IT company to get the network
back up.

I see. Quite unfortunate. I would think calling Microsoft CSS to assist you
last week would have been a better course of action for you to fix it with
their assistance. Are you still in the loop? If so, please keep us updated
with the results.
