Maj. Gen. Lewis MacKenzie is a reliable and pretty much unbiased
source on this sort of thing, from a military pov. BTW, he once
mentioned that there was a lot of stuff going on when he was doing
peacekeeping duties in Bosnia that was certainly not by-the-book, such
as clearly marked ambulances used to transport arms etc.-- he's seen a
lot.
