It should have destroyed the entire infrastructure of Lebananon, killed
hundreds of civilians, runied its economy and weakened the government
for not disbanding Hesbollah. Something that Israel itself seem unable
to do.

I assume that is what you meant by 'counter-measures'?

In San Francisco, we have numerous underground reservoirs (for fire
extinguishing in the next Big One), usually grass-covered, and they
use goats. I'm not sure which union they belong to.

Perhaps, but the next step is vitrification of Lebanon (and perhaps
Syria and Iran). Israel cannot continue taking a few hundred
Iranian rockets every day.
