It's often shown to be true by bitter experience, usually mostly experienced by non-combatants. The longer a conflict goes on, the worse they suffer. What is happening in the north of Israel is much more like what Germany was doing to southern Britain in 1944 with V2 rockets. They were much bigger (1 ton) but the explosive was only Amatol, relatively weak by modern standards. And there weren't so many of them.
