KDE4 versions 4.3.x are very stable, and most KDE software has been
converted to KDE4 infrastructure, so the system is very coherent.

KDE4 version 4.4.x are available but I would wait for it to mature a bit
more before putting it on a production system.

No, any given Linux user installs *one* distro and sticks to that
distro. Just like a given car user buys a car and drives it for several
years.
