The CIA factbook is pretty short on real facts. It's a not-too-bad rough guide, but you can't trust it at all. That became apparent to me when I discovered the huge discrepancy between the population of Iceland according to the CIA and the population of Iceland according to the Icelandic government, which probably has a better idea, what with it collecting tax from its people... The CIA is - famously - a very unreliable intelligence agency, mostly famous for `always getting it wrong'. The CIA exists to tell those in power what they wish to hear, not what the facts on the ground really are.
