The above is also the way acrobat works even though you crop an item
you can undo the crop unless you resave the file under another name.

Tried the latest version of Preview and it crops and rotates and saves
fine OSX.4.11.

Sounds like he needs to repair permissions or needs to run a repair
utility of some kind.

Preview rotates in units of 90 degrees. If the camera was held a few
degrees off horizontal and you want to straighten it, you need a
different tool.
