Can't you see the inbuilt flaw inherent in that ?

If you're going to 'disappear' someone, who's going to be the one doing the
deciding as to whether or not HC applies ? The disappearer of course !

Something similar is happening here wrt pensions too.

I don't think private companies are up to the task of providing critical
services like this very well.
