I've sent a STOP ALL message to the shortcode, for which I was charged
10p.

I have contacted the company initially fingered by giffgaff as the
sender of the premium rate text message. They, and now giffgaff,
reckon they didn't send it after all.

I have contacted ICTISS.

I've gone to quite a lot of effort.

What choice do I have? giffgaff have wiped their hands of the problem
and the company they've fingered for sending the text message denied
it was them.

I do agree with your point about giffgaff making "time-wasting
incomplete disclosures and bullshit misdescriptions." They seem to
have a never ending list of incorrect and contradictory information to
offer in their defence.

Eh? I've followed every piece of advice they, you, and others offered
me. I sent a STOP ALL message to 82023 for which I was charged
ANOTHER 10p; I have contacted the 'sender' of the message fingered by
giffgaff for a refund, but both they and now giffgaff say they didn't
send it; and I have sent a complaint to ICTISS, but given the
inaccurate and complete information I forwarded them from giffgaff I
doubt they'll help.

Fortunately there wasn't enough credit in the account for giffgaff to
dip their sticky paws in for another fiver.

82023. (which means a text was send from your handset to the number)

The second row shows the text from 82023 completing the request. (which
means they send you a text that your handset requested).

Then on row 3, scenario one repeats itself.

On row 4, scenario two repeats itself.

seconds LATER I REQUESTED it?

It seems to me something very weird has gone on. Time travel is still
science fiction at the moment.

Will giffgaff now take ownership of this problem and refund the
GBP5.10 I'm owed?

That's not the way I am reading this table - it looks more like the first
entry shows when the message has been submitted (by 82023) and the second
row shows when it has been delivered to the handset.

BTW, if Martin did send a text to 82023, shouldn't he have been charged for
sending that text as well?
