Usually this appears towards the end of an argument. As a postulate, it
makes no form of claim that is useful. Better to say "God knows things
that we don't, so with better knowledge and different goals from our
own, we are not in a position to understand it until we can question God
directly."

This is what is probably meant. On the other hand, "God works in
mysterious ways" could just as easily mean "God rolled a critical
failure on the dice and didn't tell us." It doesn't have meaningful
content.
